One of Gov. Mario M. Cuomo's toughest environmental critics on Wednesday joined a gubernatorial advisory board he once refused to chair, saying the administration's environmental record was weak.

Former Rep. Richard Ottinger, D- N.Y., joined the Environmental Advisory Board along with another leading environmentalist and a sportsman.

Ottinger, a law professor at Pace University who once represented Westchester County, could not be reached for comment on his change of heart.
